Systems Integration and Defense Transformation: A Supply-Side Briefing on the Future of the Defense Industry

Eugene Gholz is assistant professor and assistant director at the Patterson School of Diplomacy and International Commerce at the University of Kentucky, where he leads the international commerce track. He is also a research associate of the MIT Security Studies Program and of the Strategic Research Department of the Naval War College, in addition to his role as a term member of the Council on Foreign Relations. His research concerns how the government decides what weapons to buy, how and when to stimulate innovation, how to manage high-tech business-government relations, and U.S. foreign military policy. His publications include “Systems Integration in the U.S. Defense Industry: Who Does It and Why Is It Important?” a chapter in The Business of Systems Integration (Oxford University Press, 2003).

Thomas Donnelly is a resident fellow at AEI and author of AEI’s National Security Outlook. Before coming to AEI, he served as the director of strategic communications and initiatives at Lockheed Martin and deputy executive director of the Project for the New American Century. From 1995 to 1999, he was the policy group director for the Committee on National Security (now the Committee on Armed Services) in the U.S. House of Representatives. Mr. Donnelly has also been the executive director of the National Interest, editor of the Army Times, and deputy editor of Defense News. He is the author of several books, including Operation Just Cause: The Storming of Panama (1992); Clash of Chariots: A History of Armed Warfare (1990); The Khobar Towers Bombing Incident (1996); Military Readiness 1997: Rhetoric and Reality (1997); and Rebuilding America’s Defenses: Strategy, Forces and Resources for a New Century (2000).

Vago Muradian is the editor of Defense News. Previously, he was managing editor of Defense Daily International and the business and international reporter for Defense Daily, where he covered a wide range of military and industry issues, including military procurement, mergers and antitrust policy, acquisition reform, and export controls. Mr. Muradian joined Defense Daily from Air Force Times, the top U.S. publication covering the U.S. Air Force. He covered procurement issues, the Air Mobility Command, and operations in Somalia, Zaire, Europe, and Haiti. Before that, he served as Defense News’ land warfare reporter. He began his career at Inside the Army.

Arthur K. Cebrowski was appointed by the Secretary of Defense as Director, Force Transformation effective 29 October 2001, reporting directly to the Secretary and Deputy Secretary of Defense.  Among his primary responsibilities, he monitors Service and Joint experimentation programs and makes policy recommendations to the Secretary and Deputy Secretary of Defense. Admiral Cebrowski entered the Navy through the Reserve Officers Training Corps in 1964.  He is a Naval Aviator and commanded Fighter Squadron 41 and Carrier Air Wing EIGHT.  He commanded the assault ship USS GUAM, the aircraft carrier USS MIDWAY and the USS AMERICA Battle Group.  He has combat experience in Vietnam and Desert Storm. His Joint assignments included service as the Director, Command, Control, Communications and Computers (J-6), Joint Staff.  Admiral Cebrowski retired from the Navy on October 1, 2001 with over 37 years of service, after serving as the President of the Naval War College in Newport, Rhode Island.

Jim Albaugh is president and Chief Executive Officer of Boeing’s Integrated Defense Systems and serves on the company’s Executive Council. Prior to his current position, Albaugh was president and CEO of Boeing’s Space and Communications for four years.  He has previously served as president of Boeing Space Transportation and president of Rocketdyne Propulsion & Power. Albaugh, a Gold-and-Silver-Knight of the National Management Association (NMA), was named NMA’s Executive-of-the-Year in 1999. He is a Fellow of the American Institute of Aeronautics and Astronautics and an elected member of the International Academy of Astronautics. Albaugh was awarded the 2001 Bob Hope Distinguished Citizen Award by the National Defense Industrial Association. In 2003, he was appointed by President George W. Bush to the National Security Telecommunications Advisory Committee. He is also a member of the American Astronautical Society, the Air Force Association and the California Business Roundtable, and sits on the boards of a variety of corporate and charitable organizations.
