June 17, 2005 Speaker Biographies Veronique de Rugy is a research fellow at AEI. She was a fiscal policy analyst at the Cato Institute from 2001 to 2004, a postdoctoral fellow at the George Mason University Department of Economics from 2000 to 2001, and a research fellow with the Atlas Economic Research Foundation from 1999 to 2000. She has also served on the board of directors of the Center for Freedom and Prosperity since 2000. Ms. de Rugy has written extensively on the dangers of EU and OECD tax harmonization proposals, is the author of numerous op-eds and academic papers, and is the coauthor of Action ou Taxation, published in Switzerland in 1996. Susan Dudley directs the Regulatory Studies Program of the Mercatus Center at George Mason University, which brings academic research to bear on current regulatory issues. As an adjunct professor, she teaches courses in regulation at the George Mason University School of Law. Before joining the Mercatus Center, she was vice-president and director of Environmental Analysis at Economist Incorporated, a consulting firm in Washington, DC., where she specialized in applying financial and economic concepts to environmental and energy issues. She has worked at both the Environmental Protection Agency and the Office of Management and Budget where she supervised the staff responsible for reviewing energy and environmental regulations. She was also economic advisor to Commissioner Albrecht at the Commodity Futures Trading Commission, and directed the transition team for the assistant secretary designate of the Office of Environment, Safety and Health at the Department of Energy. She has written on a variety of topics related to regulatory policy and applied finance, and has served as an expert in environmental litigation, arbitrations, and agency negotiations. Recent articles on regulatory issues have appeared in the Wall Street Journal, The Environmental Claims Journal, Regulation Magazine, and Risk Analysis: An International Journal. Chris Edwards is director of Tax Policy Studies at the Cato Institute. Before joining Cato, Edwards was senior economist on the Joint Economic Committee examining taxation, Social Security, and entrepreneurship issues. From 1994 to 1998 Mr. Edwards was a tax consultant and manager with PricewaterhouseCoopers where he focused on revenue estimation, tax modeling, tax reform, and international economy issues. From 1992 to 1994 he was an economist with the Tax Foundation and examined federal, state and local tax and budget policies. Paul Noe is the counselor to the administrator at the Office of Management and Budget’s Office of Information and Regulatory Affairs (OIRA). His work at OIRA includes overseeing regulatory policy, particularly related to the environment, natural resources, energy, food and drug, and agriculture; information quality; and small business issues. Prior to joining the OMB, Mr. Noe served as senior counsel to Chairman Fred Thompson on the Senate Governmental Affairs Committee. His work in the Senate focused on regulatory reform issues, administrative and environmental law, federalism, and oversight of the executive branch. View Event Details
