Speaker Biographies

Paul H. Rubin is Samuel Candler Dobbs professor of economics and law at Emory University in Atlanta and editor in chief of Managerial and Decision Economics. He is a fellow of the Public Choice Society and former vice president of the Southern Economics Association, and is a member of the board of advisors of the Independent Institute and a senior fellow at the Progress and Freedom Foundation. Mr. Rubin was senior staff economist on President Reagan's Council of Economic Advisers, chief economist at the U.S. Consumer Product Safety Commission, director of advertising economics at the Federal Trade Commission, and vice-president of Glassman-Oliver Economic Consultants, Inc., a litigation consulting firm in Washington. Mr. Rubin has written or edited seven books, and published over one hundred articles and chapters on economics, law, regulation, and evolution.

Joanna Shepherd is an assistant professor at Emory University School of Law who teaches analytical methods for lawyers, statistics for lawyers, law and economics, and regulated industries. Before joining Emory, Ms. Shepherd was an Assistant Professor of Economics at Clemson University. Much of Professor Shepherd's research focuses on topics concerning law and economics, especially empirical analyses of crime. She has published in many law reviews, legal journals, and economics journals.

Ted Frank is a resident fellow at AEI and director of the AEI Liability Project, managing the institute's research about liability reform proposals, tort law, class actions and civil procedure, and other related issues. Before joining AEI, Mr. Frank worked at law firms in Los Angeles and Washington, D.C., and clerked for Judge Frank H. Easterbrook. His litigation work included Vioxx and automobile product liability cases; class action defense; and antitrust and patent cases. Since 2003, he has been a regular contributor to the tort reform weblog Overlawyered.com.

Jonathan Klick is an assistant professor of law and a courtesy professor of economics at Florida State University in Tallahassee, Florida, and serves as an adjunct scholar for AEI's Liability Project. Mr. Klick's research focuses on statistical analyses of the effects of legal changes on individual behavior, and he has published academic articles in The Journal of Law and Economics, The Journal of Economic Perspectives, and The Journal of Legal Studies, as well as numerous medical journals and law reviews.

Alexander Tabarrok is research director for The Independent Institute, assistant editor of The Independent Review, and associate professor of economics at George Mason University. He has taught at the University of Virginia and Ball State University. Mr. Tabarrok is an author of the monograph An Analysis of Proposals for Constitutional Change in New Zealand and he has contributed chapters to a number of books. He is the recipient of the Snavely Award and has been an Earhart Foundation Fellow and George A. and Frances Ball Foundation Fellow. His papers and articles have appeared in magazines and newspapers across the United States as well as in scholarly journals, including the Journal of Law and Economics, Public Choice, Economic Inquiry, and many others.
