Agricultural R&D policy is becoming more prominent in the broader context of agricultural policy discussions. This volume takes a comprehensive look at the current policy, evaluating it in the context of the 100-plus-year history of U.S. public-sector agricultural R&D institutions and expenditures. The authors then propose changes in the financing, organization, and management of agricultural R&D.

Julian M. Alston is professor of agricultural economics at the University of California, Davis. Philip G. Pardey is a research fellow at the International Food Policy Research Institute and  associate professor of agricultural and applied economics at the University of Minnesota.
