This brief volume is designed to help citizens navigate through the perplexing issues that surround our campaign finance system and its reform.

Norman J. Ornstein is a resident scholar at AEI and cochairman of the President's Advisory Committee on Public Interest Obligations of Digital Television Broadcasters. His books include Renewing Congress (with Thomas Mann, 1993), Debt and Taxes (with John Makin, 1994), and Intensive Care: How Congress Shapes Health Care Policy (with Thomas Mann, 1995).

Jeremy C. Pope is a research assistant in social and political studies at AEI. His interests focus on Congress, public policy, and elections. He is a recent graduate of Brigham Young University, where he studied economics and political science.
