The link between taxation and the investment behavior of firms has been the front line of the battle over U.S. tax policy. There has finally been a consensus that tax changes can significantly stimulate investment. This monograph chronicles how the conventional wisdom changed and outlines the implications of a new understanding of tax policy.

Tax Policy and Investment is one in a series of new AEI studies on topics relating to fundamental tax reform. The topics include, among others, the effects of taxation on household saving, the effects of reducing taxes on individuals' work effort, issues in the taxation of financial services, and international issues in consumption taxation.

Kevin A. Hassett is a resident scholar at AEI.
