The Commerce Department's Advanced Technology Program emerged in 1993 as the centerpiece of the Clinton administration's attempt to forge a new public technology program for the United States. The authors review the economic rationales of the Commerce Department's Advanced Technology Program and the criteria for project selection in an attempt to determine whether the program is fulfilling its mission.
