In their new book, Death by a Thousand Cuts: The Fight over Taxing Inherited Wealth, Michael J. Graetz and Ian Shapiro examine the 2001 repeal of the estate tax, detailing the effort with a narrative that includes information from interviews with many of the story’s key characters. Despite affecting only the richest 2 percent of Americans, the tax repeal initiative gathered bipartisan support and was ultimately successful through a populist campaign that appealed to both sides of the aisle. This book offers insight into this apparent political contradiction, and in telling this unique policy story, provides the reader a valuable context in which to observe the American political system more broadly. Please join the authors and a panel of experts at this AEI conference for a discussion of the implications of the repeal and the underlying political currents that made the repeal possible.
