Speaker biographies
Robert E. Litan is the vice president for research and policy at the Kauffman Foundation in Kansas City and a senior fellow in economic studies at the Brookings Institution. Mr. Litan was formerly vice president and director of economic studies at the Brookings Institution (1996–2003) and is currently co-director of the AEI-Brookings Joint Center on Regulatory Studies. An economist and attorney who has practiced law and taught banking law at the Yale Law School, Mr. Litan is the author or co-author of numerous books and articles on financial institutions, international trade, and regulatory issues. He has consulted for numerous public and private organizations and has testified as an expert witness in a variety of legal and regulatory proceedings. He was formerly associate director of the Office of Management and Budget, deputy assistant attorney general in the antitrust division of the Department of Justice, and a regulatory specialist for the President’s Council of Economic Advisers.
David K. Musto is an associate professor of finance at the Wharton School, where he has taught since 1995. His primary areas of research include financial intermediation, consumer credit, and capital markets. Before he began at Wharton, Mr. Musto worked for Roll and Ross Asset Management from 1987 to 1989. He has published articles in several publications, including the Journal of Political Economy, Journal of Financial Economics, and Review of Financial Studies.
Michael S. Scofield has been the independent chairman of the board of Evergreen Mutual Funds since 2000. He has been an independent trustee of Evergreen Mutual Funds and its predecessor since 1984. Mr. Scofield also served as an independent trustee of the Mentor Funds. In addition to his responsibilities with Evergreen, Mr. Scofield is chairman of the board of Branded Media Corporation. Before entering private practice as an attorney, he was an assistant U.S. attorney. Mr. Scofield is a member of the board of the Independent Directors Council of the Investment Company Institute, the board of directors of the Mutual Fund Directors Forum, and serves on the Board IQ Advisory Board.
Paula A. Tkac is a financial economist and associate policy adviser with the financial group of the research department of the Federal Reserve Bank of Atlanta. Ms. Tkac researches portfolio management, mutual fund flows, and individual decision-making. Before joining the bank, Ms. Tkac was an assistant professor in the Department of Finance and Business Economics at the University of Notre Dame from 1993 to 2000. Ms. Tkac has published works in the Journal of Financial and Quantitative Analysis, is a two-time recipient of the William F. Sharpe Award for Scholarship in Financial Research, and has presented papers and served as a discussant at a number of professional conferences.
Peter J. Wallison joined AEI in January 1999 as a resident fellow and as co-director of AEI’s program on financial market deregulation. He previously practiced banking, corporate, and financial law at Gibson, Dunn & Crutcher in Washington, D.C., and New York. From June 1981 to January 1985, Mr. Wallison was general counsel of the United States Treasury Department, where he had a significant role in the development of the Reagan administration's proposals for deregulation in the financial services industry. He also served as general counsel to the Depository Institutions Deregulation Committee and participated in the Treasury Department's efforts to deal with the debt held by less developed countries. During 1986 and 1987, Mr. Wallison was White House counsel to President Ronald Reagan. Between 1972 and 1976, Mr. Wallison served first as special assistant to Governor Nelson A. Rockefeller and, subsequently, as counsel to Mr. Rockefeller when he was vice president of the United States.
