Speaker biographies

Kevin A. Hassett is the director of economic policy studies and a resident scholar at AEI. He is also a weekly columnist for Bloomberg.com. Before joining AEI, Mr. Hassett was a senior economist at the Board of Governors of the Federal Reserve System and an associate professor of economics and finance at the Graduate School of Business of Columbia University. He was an economic adviser to the George W. Bush campaign in the 2004 presidential election, and was the chief economic adviser to Senator John McCain (R-Ariz.) during the 2000 primaries. He has also served as a policy consultant to the U.S. Department of the Treasury during both the former Bush and Clinton administrations. Mr. Hassett is a member of the Joint Committee on Taxation’s Dynamic Scoring Advisory Panel. He is the author, coauthor, or editor of six books on economics and economic policy, including the AEI Press book on tax reform, Toward Fundamental Tax Reform (2005). He has published scholarly articles in the American Economic Review, the Economic Journal, the Quarterly Journal of Economics, the Review of Economics and Statistics, the Journal of Public Economics, and many other professional journals. His popular writings have been published in the Wall Street Journal, the Atlantic Monthly, USA Today, the Washington Post, and numerous other outlets. His economic commentaries are regularly aired on radio and television, including recent appearances on the Today Show, CBS’s Morning Show, NewsHour with Jim Lehrer, Hardball, Moneyline, and Power Lunch.

Andrew B. Lyon is a principal in the National Economic Consulting (NEC) group of the Washington National Tax Services office of PricewaterhouseCoopers LLP. Mr. Lyon has a leadership role in NEC’s Legislative and Regulatory Economics practice, which specializes in analyzing the revenue and economic impacts of legislative and regulatory proposals. He also serves as a national technical resource in the areas of alternative minimum tax, depreciation, and capital gains taxation. Prior to joining PricewaterhouseCoopers in 2004, Mr. Lyon was a tenured member of the faculty of the University of Maryland’s economics department. From 2001 to 2003 he served as deputy assistant secretary for tax analysis with the Department of the Treasury, providing economic advice and analysis on all aspects of federal taxation. Mr. Lyon has also served on the staff of the President’s Council of Economic Advisers and the staff of the Joint Committee on Taxation. He has written numerous articles covering a wide range of tax issues, including tax reform, international taxation, and social security financing. He is also the author of a book on the alternative minimum tax. He was a co-winner of the National Tax Association dissertation award. He has been a faculty research fellow at the National Bureau of Economic Research and visiting fellow at the Brookings Institution.

Phillip L. Swagel is a resident scholar at AEI. Before joining AEI in March 2005, he was the chief of staff of the White House Council of Economic Advisers. He has been a senior economist at the council, a visiting assistant professor at Northwestern University, and an economist at the Federal Reserve Board and the International Monetary Fund. He has written on international trade policy, the political economy of the welfare state, and most recently on Social Security.

Alan D. Viard is a senior economist and research officer at the Federal Reserve Bank of Dallas, where he conducts research on public finance and macroeconomics, with a focus on tax, fiscal policy, and Social Security. During leaves of absence, Mr. Viard served as a senior economist at the Council of Economic Advisers from April 2003 to April 2004 and as a visiting scholar in the Office of Tax Analysis in the U. S. Treasury Department from January to July 2005. Before joining the Dallas Federal Reserve Bank, he was an assistant professor of economics at Ohio State University. He was also a staff economist at the Joint Committee on Taxation of the U.S. Congress in 1992–93 and a visiting foreign scholar at Osaka University in Japan in 1995. He has authored more than twenty articles in professional journals and Federal Reserve publications.

Kevin M. Warsh took office as a member of the Federal Reserve Board of Governors on February 24, 2006, to fill an unexpired term ending January 31, 2018. Prior to his appointment to the Board, Mr. Warsh served as special assistant to the president for economic policy and as executive secretary of the National Economic Council from 2002 until February 2006. His primary areas of responsibility included domestic finance, banking and securities regulatory policy, and consumer protection. He advised the president and senior administration officials on issues related to the U.S. economy, particularly fund flows in the capital markets, securities, banking, and insurance issues. Mr. Warsh participated in the President’s Working Group on Financial Markets and served as the administration’s chief liaison to the independent financial regulatory agencies. From 1995 to 2002, Mr. Warsh was a member of the Mergers and Acquisitions Department of Morgan Stanley & Co. in New York, ultimately serving as vice president and executive director. He served as financial adviser to numerous companies across a range of industry sectors, including manufacturing, basic materials, professional services, and high tech. In that capacity, Mr. Warsh helped structure capital markets transactions and facilitated fixed income and equity financings.
