Speaker biographies
Julian Y. Kim is a partner in the Washington, D.C. office of Latham & Watkins LLP, where he practices tax law with a focus on tax controversy. From 2001 through 2004, Mr. Kim served in the U.S. Department of Treasury's Office of Tax Policy, first as an attorney-advisor and then as the acting deputy tax legislative counsel (Regulatory Affairs). While at Treasury, Mr. Kim had broad responsibility for regulatory and legislative matters relating to administrative and judicial tax practice. He was also a principal drafter of the final Treasury regulations for the Research Credit. Mr. Kim was awarded Treasury's Meritorious Service Award for his contributions to the Office of Tax Policy.
Alan D. Viard is a resident scholar at AEI. Prior to joining AEI, Alan Viard was a senior economist at the Federal Reserve Bank of Dallas and an assistant professor of economics at Ohio State University. He has also worked for the Treasury Department’s Office of Tax Analysis, the White House’s Council of Economic Advisers, and the Joint Committee on Taxation of the U.S. Congress. Viard has written on a wide variety of tax topics including articles discussing federal and state research tax credits.
Daniel J. Wilson is a research economist in the Economic Research Department at the Federal Reserve Bank of San Francisco. He joined the research staff in September 2001 after receiving his Ph.D. in Economics from the University of Maryland. His fields of research include labor and behavioral economics, public finance, investment, and research and development. His research has been published in a number of top economics journals.
