In October 2005, the Council of the Americas (COA) issued a report outlining the opportunities for making the Americas energy self-sufficient and economically successful. Among the report’s recommendations was the recognition that “Canada, Latin America, and the Caribbean have been blessed with abundant energy resources,” which, if combined with infrastructure and other developmental help from the United States and hemispheric organizations, could lead to regional development and contribute to greater global competitiveness. However, the election of Bolivia's next president, Evo Morales—who ran on a platform calling for the nationalization of that country's vast natural gas deposits—highlights the obstacles to achieving these objectives. Panelists at this event, co-sponsored with the Council of the Americas, will discuss the October report and the implementation of its ambitious recommendations.
