The debate over climate change seems to be stuck in a rut, but in reality there is a lot of movement on the policy front that is unseen by the public. James L. Connaughton, chairman of the Council on Environmental Quality, will discuss U.S. policy initiatives and global efforts on climate and energy, including the Asia-Pacific partnership on clean development and climate.
