Afghan officials have emphasized that not enough is being done to develop Afghanistan rapidly and effectively. Some have latched on to these charges, accusing the Bush administration of "losing the peace." Has the United States in fact "lost the peace"? Has Washington met its Tokyo obligations? And what about everyone else--have they anted up their share of Afghan redevelopment assistance?

Andrew Natsios, administrator of the U.S. Agency for International Development, will review the challenges in Afghanistan, assess the success of the international partnership built at January's Tokyo donors conference, and look to the challenges ahead.
