Viktor Yanukovych, the Ukrainian presidential candidate favored by Russia, has proclaimed himself the winner of Sunday's run-off election despite charges of widespread election fraud. In the meantime, his opponent, the pro-Western Viktor Yuschchenko, has been recognized by several Ukrainian city councils as president and has taken the oath of office in Kiev's parliament building. The current Kuchma government is mobilizing its security forces, and tanks have been seen on their way to the capital.
