The recent U.S. agreement to share civil nuclear technology with India is a major change in U.S. nonproliferation policy and a reflection of what President George W. Bush hopes will be a new relationship with India. Concerns have been raised in the Congress about nonproliferation priorities, as well as India’s relationship with Iran.  The Bush Administration has countered that the nuclear deal will represent the basis of a new and closer relationship with New Delhi.

Ambassador David Mulford was a key intermediary in the negotiation of this agreement and is now in Washington to discuss its details with members of Congress. The American Enterprise Institute is hosting a lunch and address at which Ambassador Mulford will outline the major elements of the U.S. initiative, its underlying policy, and its importance for both India and the United States.
