For several years, the U.S. trade representative has attempted to use the World Trade Organization agreement on telecommunication services as a vehicle for “exporting” American principles of telecommunications regulation to other nations, including Japan. This conference explores, from both economic and legal perspectives, the costs and benefits of the metamorphosis of domestic U.S. telecommunications policy into U.S. trade policy.
