What perpetuates the underclass? Are certain people the helpless victims of economic and sociological circumstances beyond their control? Or are dysfunctional values reinforced by a cultural elite searching for victims? How do attitudes among the underclass develop? Theodore Dalrymple, author of Life at the Bottom, will be joined by AEI scholars Charles Murray and Sally Satel to discuss these issues in this panel discussion.
