Norman J. Ornstein and Thomas E. Mann question a panel of associates who have worked closely with President Bush, including presidential experts and reporters who have covered his presidency. How would Bush govern if elected to a second term? Would his foreign policy change? What are his chances at legislative successes? Who would the key players be in a second term? The panel is part of a series looking at Bush and Kerry's governing styles, and the project is funded by the Knight foundation.
