Norman Ornstein and Thomas Mann ask questions of a panel of associates who have worked closely with John Kerry, as well as experts and reporters who have covered him.  How would Kerry govern if elected?  Would he change foreign policy?  What are his chances at legislative successes?  Who would be key players in a Kerry administration?
