Interview data suggest that state education authorities (SEAs) mainly focus on the standards and accountability provisions of No Child Left Behind and are only beginning to implement parental choice. This may change over time, if SEAs receive sufficient pressure from the U.S. Department of Education, and from journalists and activists.
