Pioneer Institute's Better Government Competition, founded in 1991, is an annual citizens’ idea contest that seeks out and rewards the most innovative public policy proposals. This year's theme was federalism, or identifying federal programs that can be devolved to the states for cost savings and efficiency. Robert Helms and Grace-Marie Turner won the competition with their submission on how to integrate care for Medicare and Medicaid beneficiaries: "Providing improved care management for Medicare/Medicaid dual-eligible beneficiaries."
