  1. Civil Service requirements for “just cause” to terminate an employee are a core feature of merit systems, which themselves are the antidote to patronage systems such as the infamous Tammany Hall. No doubt these just cause requirements are worth something. Perhaps that is why public employees at a given required level of education earn about 7% less than their private sector counter-parts (except at the very lowest level, “no education required.”

    I cannot see any reason to assert that public employees are protected from layoff, however.
