On December 16, AEI’s Neena Shenai and Brookings Institution’s Joshua P. Meltzer hosted a panel discussion on trade and globalization challenges as the country transitions to the Joe Biden administration.
Chad P. Bown of the Peterson Institute for International Economics discussed areas in which the Biden administration will have to engage: finding common ground with allies, building constructive policies regarding China, and managing COVID-19 vaccine distribution. David Dollar of the Brookings Institution maintained that the Biden administration needs to be prepared to compromise with allies to make strides on the issues that are important to the US.
Robert Howse of New York University outlined his concerns over the dysfunction of the World Trade Organization (WTO) dispute system, the functioning of which is important to many American allies.
Stephen P. Vaughn of King & Spaulding expressed that, before amending international rules, America must reflect on what it wants to work on as a country and what the American people are willing to accept.
The panelists also discussed the WTO’s utility, trade agreements with Asia, and potential common ground with Europe over climate change.

US trade policy and the global trading system are at a crossroads. China’s rise presents unique challenges to the rules-based trade system, and the Donald Trump administration has upended the traditional US approach to trade. As a result, the Joe Biden administration will confront a challenging trade environment, but there is also opportunity for renewal.
Will the US revitalize the world trading system through its leadership? What should be the United States’ approach to China? A panel of experts discuss these and broader questions about the future of US trade policy and the global trading system.
This program is part of the AEI–Brookings Institution project “Reconceptualizing Globalization,” which brings together distinguished government, academic, and industry leaders to think outside the box and discuss innovative ways to improve the understanding of globalization’s impact on the United States.
